Delphi Research, Inc., is an award winning small disadvantaged business with a HUB Zone certification. Delphi specializes in software development and information assurance including multi-level security, cross domain solutions, and Certification and Accreditation. Delphi is CMMI Level II Certified.
Delphi Research was founded in 1994, and provides information technology (IT) engineering services to government agencies. The company is certified Small Disadvantaged Business (SDB), HUBZone, and is a Small Business Administration (SBA) 8a program graduate. Delphi has previously participated in the Department of Defense (DoD) Mentor-Protégé Program (2003-2006), and received the Nunn-Perry Award for program excellence in 2005. Delphi has been appraised at Maturity Level 2 on the Software Engineering Institute (SEI), Capability Maturity Model® Integration Systems Engineering, Software Engineering (CMMI-SE/SW). The appraisal, conducted using Standard CMMI Appraisal Method for Process Improvement (SCAMPI) v1.1, confirms that Delphi Research’s management processes meet the most widely respected standards for software engineering and system integration projects. Our staff also includes SEI-certified Personal Software Process (PSP) instructors and Team Software Process (TSP) launch coaches (CMMI ML 5). Delphi’s core capabilities include (i) Information Assurance (computer security, Certification & Accreditation, threat and vulnerability assessment, authentication, auditing, software assurance and system hardening), (ii) Network Security (secure server consolidation, virtualization technologies, cross domain solutions, and multi-level security); (iii) systems and software engineering; and (iv) real-time data modeling and 3-D visualization. Delphi provides IA engineering services for the US Navy Certification Authority and is the technical Subject Matter Expert (SME) for the High Assurance Platform (HAP) program. HAP is a high visibility program funded by NSA to define and develop a computing platform that will be used in high assurance environments, using commercial hardware / software with limited government developed software. Delphi also has significant expertise in open source software technologies. The company was the principal driver in establishing and “standing up” the Open Source Software Technology Center (OSSTC) research laboratory. Ability to Monitor and Maximize Quality
4ward Sciences personnel have many years managing large IV&V programs for the US Navy, programs such as ACDS, C2P, JMCIS and other Tactical Data Link C2 systems. Our personnel have supported several ONR programs related to law enforcement, drug interdiction, and counter terrorism such as the Joint Maritime Information Exchange (JMIE). Our personnel have managed significant identity management and security programs for NAVSEA and currently are at the leading edge of PIV II / PIV III and HSPD 12 implementation for various Federal clients. Our personnel have experience in systems distributed laboratory testing using rigorous systems endurance measurement methodologies. 4ward Sciences personnel have spent many years managing and performing in support of OPTEVFOR and at Navy land and maritime ranges. We are experienced in the discipline of formal risk management and mitigation. Our managers are trained practitioners in the principles of anticipating and avoiding quality issues, the use of metrics to quantify productivity of processes and error rates, and the use of these metrics to improve productivity and quality. We have led the efforts at several corporations to achieve and elevate certified levels in CMMI. We have also led the efforts to achieve ISO 9001 registration. To add to this, our teammate AMSEC/SAIC is exceptionally experienced in the practices necessary to achieve high quality. Delphi Research is actively working on its CMMI Level 3 Certification. And Quality Assurance is one of the core competencies of Ambit Corporation providing programmatic QA on several current contracts. Each teammate is in itself highly quality conscious. 4ward Sciences will apply an independent quality assurance manager from the team to each task to ensure effective anticipation, avoidance, and when necessary correction of quality issues.
Approach to Guarantee Responsiveness to and Cooperation with Customers
As mentioned in the introduction of this section, we demand of all of our employees an extremely strong client-service approach. Our goal on every task is to ensure the client’s success.
Elements of Our Quality Assurance Plan
Periodic program reviews with an agenda built to present and summarize status, highlight issues, and elicit concerns from the Government. Action items will be recorded and resolution actions will be briefed when complete.
A project intranet to provide continuous visibility of program status for customers. It will also provide a means for them to communicate with the Program Manager or corporate executives.
Scheduling of periodic visits from our program managers and corporate officers to elicit comments on our performance and to hear how we can improve.
Standardized method for recording action items from those visits.
Approach to Problem Resolution
4ward Sciences quality program is designed to anticipate issues and to develop corrective actions before they occur. Problems uncovered during the course of the program will be corrected at the moment if practicable. If not, a corrective action will be assigned with required resolution dates.
As mentioned above, our periodic program reviews with be used to report unresolved issues and to raise new issues and assign resolution actions. Quality issues that arise during 4ward Sciences’ Program Manager and officer visits to clients will be incorporated into this periodic issue resolution process.SeaPorte CONTACT
